KUCHING: The Auditor-General (AG) has found 6,577 1Malaysia People’s Aid (BR1M) recipients encashing BR1M vouchers more than once from the year 2012 to 2014. The total amount involved was RM3.34 million. In the first series of reports for the year 2014 that was released yesterday, the AG reported that 2,188 recipients encashed more than once BR1M vouchers for BR1M 2012, which amounted to RM1.11 million. For BR1M 2013, the figures increased to 2,490 recipients (RM1.14 million), and for the first phase of BR1M 2014, there were 1,899 recipients (RM1.09 million). The AG said the Finance Ministry made improvements when implementing BR1M 2014 following continual monitoring of BR1M 2012 and BR1M 2013 programmes. “Such improvements include the establishment of a special unit at the Ministry of Finance Malaysia to manage BR1M, to issue letters of reminders to recipients who cashed BR1M vouchers more than once, and to blacklist those recipients who had yet to refund, and to directly credit BR1M 2014’s payment into recipients’ bank accounts,” said the AG. Additionally, the AG said for recipients without bank accounts or who had failed to update their account numbers, approval letters with anti copy security features would be used to distribute the second phase of BR1M 2014 instead of vouchers, adding that the approval letters would prevent irresponsible recipients from encashing more than once. The AG said as of Dec 31 last year, the number of recipients who encashed more than once and who failed to refund to the Ministry of Finance totalled 1,555 for BR1M 2012. There were 1,850 such recipients for BR1M 2013 and 1,401 such recipients for the first phase of BR1M 2014. “The audit carried out at three selected state coordinators’ office, namely Selangor, Johor and Sabah, found non-uniformity of internal controls in their distribution process of BR1M vouchers while implementing BR1M 2012 and BR1M 2013.”
