The Sabah National Registration Department (NRD) has detected a modus operandi selling fake MyKad for up to RM8,000 by a syndicate.

State NRD director Ismail Ahmad said the syndicate's mastermind and its location of operation had not been identified.

He said the deception came to light after a foreigner was caught using a fake MyKad to apply for a Malaysian passport at the Immigration Department in Kota Kinabalu last month.

The suspect had since been charged in court under Section 25 of the National Registration Act 2007 (Amended), which carries a jail term of up to two years or a fine of up to RM30,000, or both, upon conviction, he said.
Acknowledging that NRD officers had been among the culprits in a previous fake MyKad fraud 20 years ago, Ismail said the department was not involved in the latest case.

"The cards look as authentic as the genuine MyKad but the NRD's system can still detect the difference," he told reporters in Kota Kinabalu today.

Ismail said the immigration department case was one of six involving fake identity cards including a MyPR, recorded between January and March this year.

He said the suspects, mostly Filipinos and Indonesians, were nabbed in operations conducted by the police, immigration, NRD, and Eastern Sabah Security Command (Esscom).

Meanwhile, Ismail advised employers to first verify the authenticity of potential employees' identification documents with the NRD to ensure that they were employing genuine Malaysian citizens. – Bernama, March 20, 2015.

KOTA KINABALU, July 19 : Police will impose the 12-hour curfew in six districts under the Sabah Eastern Sabah Security Zone effective today. The curfew between 6pm to 6am in Sandakan, Kinabatangan, Lahad Datu, Semporna, Kunak and Tawau will, however, be focused in the coastal areas, as well as its waters, and will last for two weeks, until Aug 2.

Sabah Police Commissioner Datuk Jalaluddin Abdul Rahman said the curfew would cover Tanjung Pundaras in Sandakan right up to the Tawau jetty.

“The curfew under the Police Act is intended is a short term measure only to address an immediate public order or security situation. That is why it is limited to 15 days in all (1 plus 14 days).

“In United States, it is called ‘clear and present danger’, but in Sabah, in eastern Sabah that is, the situation is different. Threat to public order and public security is now, real and continuous.

“Therefore there is a need either to invoke Section 3 of Public Order (Preservation) A 1958 to proclaim a ‘danger area’ or to use provisions under Sabah’s Preservation of Public Order Ordinance 1961 to declare the curfew,” said Jalaluddin.

He said under the curfew, approved by the Home.Ministry as stipulated under Section 31 (1) of the Police Act 1967 and Section 31 (4) of the same act, only security forces are allowed to be on the locations mentioned.

“The curfew is imposed to overcome security issues in these areas, particularly kidnappings and intrusions.

“During the 12-hour curfew, no sea activities are allowed, including in coastal areas, and those who fail to observe this, action can be taken against them under Section 31 (2) of the Police Act 1967, which carries a fine of RM500 or six months jail, upon conviction,” he said.

“During this two weeks, if we spot activities involving intruders or kidnappers, that leads to hot pursuit, the shoot-on-sight order will be implemented,” he said.

Jalaluddin said the curfew was imposed following a meeting with the Eastern Sabah Security Command officials, adding that there are 22 focus points between the Philippine and Sabah borders.

He was saying this when presenting a briefing on the issue at the Sabah Police Headquarters in Kepayan. Also present was Esscom commander Deputy Commissioner Datuk Abdul Rashid Harun.

“We have distributed notices to the public, particularly business operators, and owners of resorts and fish farms, as well as fishermen in the six districts.

“However, exemptions can be given by applying for a special permit to conduct activities at night and for emergencies only.

“Fishermen who wish to operate during the curfew period may be allowed, for as long they refrain from entering the restricted areas, set under the curfew zone,” he said.

Jalaluddin said he has given the district police chiefs in the affected areas the authority to distribute the forms for special permits, but it can only be done when it is approved.

In a statement released today, Pengaman said it seemed that the attackers specifically targeted marine police officers. “This attack shows that there is a need to increase the level of security by the Eastern Sabah Security Command (Esscom),” according to Pengaman chairman Tan Sri Norian Mai. The former Inspector-General of Police (IGP) also expressed his hope that Esscom and the Sabah police would be on guard to ensure that there were no repeat of such attacks, adding that a repeat would hurt police morale. Norian pointed out that it was Pengaman’s view that Esscom should also work closely with the Philippine authorities to tackle this issue. He said this close cooperation should be in the areas of intelligence gathering as well as enforcement. On Monday, Ab Rajah was killed following a shootout with a group of armed men at the Smart Water Bungalow Resort in Mabul Island, off Semporna, in Sabah. This, when the Semporna Marine Police team received reports of a kidnapping bid by telephone, but suddenly the line went dead after shots were fired. In responding to the report, the police were attacked at the resort by at least eight men wearing black shirts and pants with military fatigues. After a skirmish that lasted several minutes, the police team regrouped and found two men missing; Ab Rajah who was later found dead, while Zakia was missing along with an M16 rifle. Ab Rajah was laid to rest today with full police honours, with his casket draped in the Jalur Gemilang flag. Ahmad Zahid said if only shooting could stop intruders, then shooting was justified. “The government has no problem with the shooting order if intruders try to enter the country,” he said when commenting on a request by Navy chief Tan Sri Abdul Aziz Jaafar. Abdul Aziz had urged the government to issue such orders following another intrusion on Pulau Mabul off Semporna, Sabah, where a marine policeman was killed and another kidnapped two days ago. Ahmad Zahid said the kidnappers had contacted the authorities this morning to inform that the kidnapped policeman was safe, but there was no mention of a ransom or the reason for the kidnapping. As for Prime Minister Datuk Seri Najib Razak’s suggestion to review the security control system in the Eastern Sabah Security Command (Esscom), Ahmad Zahid said the standard operating procedures (SOP) were complete. “We will introduce a number of changes in relation to the intrusions at Esscom once police take over operations of Esscom tomorrow. “We must also be proactive and not wait for someone to attack us and then react. The new procedures will include surveillance and control.” He added that resort operators on Mabul Island would also be asked to install closed-circuit television (CCTV) cameras to record the movement of traffic in their areas and to avoid similar intrusions. “They should spend some money for long-term benefits. If such resorts are closed down, it will be a big loss to them. “The Esscom area is 1,700km long. So, we hope fishermen, boat owners and those living in water villages can cooperate with the authorities to prevent such intrusions. “Intruders do not respect our laws.”

Sebelum ini dilaporkan Pengarah Bahagian Perisikan Esscom Datuk Ahmad Nadzer Nordin sebagai berkata berdasarkan maklumat risikan, terdapat 14 kumpulan penculik yang berasal dari selatan Filipina dan sekurang-kurangnya empat daripada mereka pernah melakukan penculikan di perairan timur Sabah. Dalam kejadian 11.10 malam Sabtu itu, Koperal Ab Rajah Jamuan, 32, terbunuh manakala Konstabel Zakia Aleip, 26, hilang dipercayai dilarikan, dalam serangan hendap oleh sekumpulan lapan lelaki bersenjata berat di Mabul Water Bungalow Resort, Pulau Mabul, Semporna. Sumber itu juga memberitahu pihak Esscom mendapat kerjasama baik daripada pihak berkuasa Filipina yang mengarahkan pasukan marinnya mengesan suspek di perairan negara tersebut. Sementara itu, Pengarah Operasi Esscom Datuk Abdul Rashid Harun ketika dihubungi berkata pasukan keselamatan telah diarah meningkatkan kawalan keselamatan di resort-resort di perairan pantai timur Sabah. Ditanya mengenai Zakia, beliau bagaimanapun enggan mengulas lanjut memandangkan tiada perkembangan terkini. Zakia merupakan mangsa culik keempat di Sabah tahun ini. 'A message from Sabah's illegal immigrants'

KOTA KINABALU: The illegal immigrants (PTI) in Sabah are sending a message to Putrajaya and the Sabah government through repeated kidnappings along the eastern seaboard by terrorist elements.

“We are everywhere, we are the monster that you created, and you can’t handle us,” according to Bingkor state assemblyman Jeffrey Kitingan. “There are security risks even among the security forces,” he said.

This is Jeffrey’s take on the killing on Saturday night of a policeman in Mabul, Semporna, and the kidnapping of another policemen. Ironically, the veteran Sabah politician points out that “the latest incident comes just after the restructuring of ESSCOM and during the visit of Prime Minister Najib Tun Razak to Sabah ”.

Setting up ESSCOM is not good enough, warns Jeffrey, and wants the federal government to do something about the large presence of PTI’s in Sabah, whether they have Malaysian documents or otherwise. The crux of the problem, stressed the opposition politician whose elder brother Joseph Pairin Kitingan is a Deputy Chief Minister, is the rampant issuance of MyKads to the PTI’s.

“The BN federal government has created a monster in Sabah,” reiterated Jeffrey.

“This was done through the Projek IC which recruited PTI’s as Umno members and placed them on the electoral rolls as fixed deposit voters to facilitate the Malayanisation and Islamisation of Sabah.”

Jeffrey is pessimistic if the federal government will ever be able to summon up the political will to send the PTI’s home.

“It’s difficult to secure our borders with so many of the PTI’s having MyKads,” he alleged. “Sabah is turning into a haven for terrorists, militants and kidnappers.” The Star party Chief claimed that besides the PTI’s roaming the streets, there are some 900,000 PTI’s with “doubtful” documents in the interior who are being ignored by the authorities except when it comes to election time.

“A fire in Pulau Gaya, a noted PTI concentration, last week saw 30 houses razed and 200 people made homeless and in need of resettlement,” said Jeffrey. “But the Sabah government announced that 2,000 people would be resettled in Kinarut. Where did the extra 1,800 people come from, if not from the 900,000 PTI’s in the interior?”

Mabul attack could be retaliation for intensified operations, says Esscom chief

The attack on Pulau Mabul last night, which saw one policeman shot dead and another possibly taken hostage was believed to be an act of retaliation following intensified enforcement in the waters off Sabah, The Star reported today. Quoting Eastern Sabah Security Command (Esscom) commander DCP Datuk Abdul Rashid Harun, The Star reported that the eight gunmen could have planned to carry out a kidnapping at one of the island's resorts but instead, attacked the two policemen.Corporal Rajah Jamuan was killed in the shootout with heavily armed Filipino gunmen in military fatigues while his colleague Zakiah Aliep, 26, was taken away. The incident took place at about 11pm at the Mabul Water Bungalows Resort. Rajah’s body was found below the jetty of the resort while Zakiah was reported missing. Three other marine personnel in a patrol boat close to the area moved in to assist as the gunmen fled. A massive sea and air hunt, codenamed Ops Tutup, was launched early Sunday. The masked gunmen reportedly crossed over to the Tawi Tawi chain of islands in southern Philippines. The raid is widely seen as a “revenge” attack against security forces because of recent clampdowns against militant and kidnap-for-ransom groups operating in Sabah's east coast, The Star reported. Earlier, sources told The Star that initial indication was that the gunmen might have rowed slowly into the area during low tide before climbing up the resort's jetty from the back of the building. Most of the workers and guests at the resort were already in their rooms and sleeping when the incident occurred. "We heard the shooting but we did not come out. At 6.30am (Sunday), I went to ask the General Operations Force (GOF) personnel (stationed on Mabul) if anything had happened, they told me nothing happened. 'Difficult to safeguard Sabah borders due to inland foreigners'

KOTA KINABALU, July 14: A senior Opposition politician has blamed the Barisan Nasional government for the rampant happenings in the east coast of Sabah. In accusing the ruling coalition of creating “monsters”, Sabah State Reform Party (Sabah Star) chief Datuk Dr Jeffrey Kitingan said that the state’s poor security had been compromised by its porous border and rampant issuance of MyKad for political expediency. This, he believed, had turned Sabah into a haven for terrorists, militants and kidnappers. Responding to the fatal intrusion-cum-kidnapping at the Mabul Water Bungalow Resort, off Semporna, on Saturday night, Jeffrey pointed out this was the fifth reported security breach and incident in a span of four months. It also occurred weeks after discovering security risks among its own security personnel. “What is happening to Sabah’s security? It seems that Sabah is becoming even more insecure since the establishment of the Eastern Sabah Security Comman (Esscom) and its latest restructuring does not help. “It makes me wonder if the federal government is addressing the Sabah security problems correctly. “Is Esscom the right answer to our security problems? Or are there more serious and fundamental social issues that need to be identified and addressed?” Jeffrey also claimed that the Umno-led federal government had been recruiting illegal immigrants as members and “fixed deposit voters” via Project IC, the name used to describe the allegation of systematic granting of citizenship to immigrants. The recent incidents, including the intrusion in February, Jeffrey claimed, had a common denominator in the possession of MyKad. He said it was this reason that made it so difficult to safeguard Sabah’s borders, since many of them were already in Sabah’s borders. Jeffrey noted that besides the ordinary illegal immigrants on the streets, there were also a huge number of “inland foreigners”, numbering some 900,000. “The government, it seems, has no political will to send them home or to resolve their presence as well as their needs.” The attack-cum-kidnapping on Mabul Island came after the Esscom restructuring and the Prime Minister’s short visit to the state, the timing of which was very significant, according to Jeffrey. “I wonder what message these kidnappers and intruders are sending to the federal and Sabah governments? “That you cannot handle them? That we are no match for them? That they are everywhere? He said this included deploying Malaysia International Shipping Corporation Berhad’s (MISC) container freighter, the MT Bunga Mas Lima, to Sabah, where it will serve as “mother ship” for maritime assets and personnel near the Philippine border. “The vessel will be a forward operational base for intercepting cross-border criminals trying to flee to a neighbouring country after committing crimes in the state.” He added that additionally, two Petronas platforms were currently being modified and would be set up by year-end as the last line of defence between the Lahad Datu and Semporna waters. This latest intrusion comes on the day Prime Minister Datuk Seri Najib Razak announced several additional measures would be implemented to further strengthen the Eastern Sabah Security Command (Esscom) in addition to the recent administrative restructuring. This, he had said, would include deploying Malaysia International Shipping Corporation Berhad’s (MISC) container freighter, the MT Bunga Mas Lima, to Sabah, where it will serve as “mother ship” for maritime assets and personnel near the Philippines border. Reports quoting the prime minister stated that the vessel would be a forward operational base for intercepting cross- border criminals trying to flee to a neighbouring country after committing crime in the state. Additionally, Najib added, two Petronas platforms were currently being modified and would be set up by year-end as the last line of defence between the Lahad Datu and Semporna waters. The platforms will be equipped with modern radar that would enable the security forces to detect movements, day or night, in the area, he explained. On July 8, Najib had said Esscom would be split into two main components: the Security and Defence Management component, and the Enforcement and Public Action component. Esscom's director of security and public order, Commissioner of Police Datuk Abd Rashid Harun would be appointed Esscom commander starting July 15, and would be in charge of the Security and Defence Management component. Esscom covers 1,400km of the east coast of Sabah from Kudat to Tawau. It was established in March 2013 by Najib following the Lahad Datu incursion by armed Sulu militants last year. Its purpose is to strengthen maritime security in the eastern part of the state and to prevent terrorist activity in the waters off Sabah. However, since its formation it has failed to stop a series of kidnappings on the islands off the coast of Sabah, drawing criticism from the ruling Barisan Nasional (BN) party and opposition Pakatan Rakyat. Three weeks ago, a fish farm operator in Kampung Air Sapang in Sabah's east coast town of Kunak was kidnapped by armed men believed to be Suluks. In May, Chinese national Yang Zai Lin, 34, was abducted by five gunmen from a fish farm in Pulau Baik. Yang was the manager of the fish farm, which was owned by Wonderful Terrace Sdn Bhd, a Hong Kong-based company. Despite engaging the police special action unit in a shootout, the gunmen managed to evade authorities and fled towards southern Philippines. In another incident last March, 29-year-old Gao Hua Yun from Shanghai and 40-year-old Marcy Dayawan @ Mimi from the Philippines were abducted from the Singamata Reef Resort on Semporna island. Both were freed after a ransom was allegedly paid to the kidnappers, although Najib said no ransom had been paid. A number of BN and PR lawmakers have denounced Esscom as a waste of public funds following the string of security breaches that have happened since its establishment. Gelang Patah MP Lim Kit Siang said Esscom was a "white elephant", while Kalabakan MP Datuk Seri Abdul Ghapur Salleh said Sabahans were fed-up and angry with the government's promises to boost Esscom. – July 13, 2014.

Inspector General of Police Khalid Abu Bakar confirmed Yang’s release and said that he had been brought to Sandakan and will be taken to Kuala Lumpur on Thursday evening before being sent back to China. On May 6, five gunmen took Yang, a manager at Wonderful Terrace Fish Farm, from Pulau Baik, Lahad Datu. A string of kidnappings have rocked Sabah’s east coast over the past nine months, as armed gunmen — mostly believed to be linked to terrorist organisations based in South Philippines — have abducted at least six people including three foreign tourists and businessmen. Last month, a caged-fish breeding farm operator and his employee were kidnapped by two armed men on speedboat in Kampung Sapang, off Kunak. In April, a Chinese tourist and a Filipina worker of an island resort off Semporna were nabbed by armed gunmen. They were released a month later although the Malaysian government maintains that no ransom was paid. A tourist from Taiwan was taken hostage from another resort island off Semporna by gunmen in October last year. They shot dead her husband. It was reported that an undisclosed ransom was paid before her release a month later. Such incidents have led to questions over the efficacy of the Eastern Sabah Security Command (ESSCOM), set up last year to secure the country’s easternmost borders against foreign intrusions.

Menurutnya, laporan itu diserahkan kepada Yang di-Pertuan Agong pada 14 Mei lalu namun sehingga kini ia belum diterbitkan untuk diteliti orang ramai. Menurutnya, kelewatan ini menyebabkan orang ramai tidak yakin dengan keseriusan Perdana Menteri, Datuk Seri Najib Razak yang mengumumkan penstrukturan semula Kawalan Keselamatan Pantai Timur Sabah (Esscom) baru-baru ini. "Kerajaan Persekutuan tidak menunjukkan sebarang keazaman atau kepimpinan untuk menghapuskan punca masalah pendatang asing tanpa izin yang telah lama berlarutan di Sabah. "Ini adalah punca kepada krisis keselamatan dan ketenteraman di Sabah," katanya dalam kenyataan. Menurutnya lagi, kewibawaan Najib bakal hilang seandainya beliau terus menangguhkan pendedahan laporan itu. Jelasnya, ia akan mengesahkan anggapan bahawa penubuhan suruhanjaya itu sebelum ini tidak ikhlas tetapi sekadar "muslihat pilihan raya tidak berhati perut" menjelang pilihan raya umum 2013. RCI ini ditubuhkan pada September 2012 dengan keanggotaan seramai enam orang dan diketuai bekas hakim Sabah dan Sarawak, Tan Sri Steve Shim Lip Kiong. Ia ditubuhkan bagi menyiasat tuduhan pemberian kewarganegaraan untuk mendapatkan undi pada tahun 80-an.

Katanya, ancaman keselamatan semasa, termasuk penculikan dan pencerobohan sempadan, disebabkan oleh dasar dan tindakan kerajaan persekutuan “membantu” pemberontak Islam di selatan Filipina “dengan cara salah mengeluarkan kad pengenalan kepada pendatang haram untuk tujuan politik”.

The authorities have identified several individuals who might have leaked inside information concerning the security forces following several cases of abductions in the waters off the east coast of Sabah lately.

Home Minister Datuk Seri Dr Ahmad Zahid Hamidi said, however, further investigation was still going on to gather concrete evidence before they were detained.

"We are still investigating and we are rather 'uncomfortable' with several individuals. I cannot accuse anyone yet because we need to get concrete proof to detain the personalities whom we suspect.

"As you all know my stand, we will not compromise on any act of leaking inside information to the enemy," he told reporters here after opening 'Restoran Hyderabad' that serves Indian food, here last night.

Zahid was asked to comment on the involvement of 'insiders' in the attempt to kidnap the owner of a fish breeding centre in Kampung Bangau-Bangau, Semporna by seven men early yesterday morning.

The media earlier reported on the possibility that a group of criminals involved in several kidnapping cases had received information from inside sources regarding security patrols in the waters of the eastern coast of Sabah to launch their criminal activities there.

Commenting further, Zahid confirmed that the latest incident involved criminals from southern Philippines.

"I mentioned the country because we have concrete proof that could link the suspects as having originated from southern Philippines," he said.

Ahmad Zahid also described the success in preventing the abduction because of the continued efforts by the Royal Malaysia Police in coordinating operations in the Eastern Sabah Security Command (ESSCom).

In the latest incident, seven masked men armed with a pistol and parang intruded into the fish breeding centre to kidnap the owner but it was in vain as the owner had spent the night in Semporna town on the instruction of the authorities. – Bernama, July 8, 2014

Reveal findings of royal commission on illegals, Sabah reps tell Putrajaya

Sabah opposition lawmakers today demanded that Putrajaya make public the Royal Commission of Inquiry (RCI) report on illegal immigrants in the state that was submitted to the Yang di-Pertuan Agong two months ago.

They said that the restructuring of the Eastern Sabah Security Command (Esscomm), as announced by Prime Minister Datuk Seri Najib Razak this morning, was not enough without a solution to the problem of illegal immigrants in the state.

"We want Najib to make known the content of the RCI report to the public. We have been waiting for two months," Bingkor assemblyman Jeffrey Kitingan told The Malaysian Insider.

Kitingan, who is also Sabah Star party chief, said the RCI would be meaningless without action and a solution to the "Project IC" problem.

He said Naib's announcement today to restructure Esscomm would also be futile if the influx of illegals was not addressed.

"In fact, it is the federal government who have made us insecure by helping Muslims in the Southern Philippines with weapons, shelter and Malaysian identity cards in exchange for their votes," he said.

Kitingan added that Putrajaya was only using Sabah as their political playground in order to control the state and its resources.

Tamparuli assemblyman Datuk Seri Wilfred M. Bumburing said he would push for the report to be tabled in the Sabah State Legislative Assembly next week.

"The people of Sabah have a right to know about the sudden and dramatic increase in the population and what the government plans to do to resolve this perennial problem," he said.

The Angkatan Perubahan Sabah president said he was aware of security issues  which may warrant some facts not to be disclosed in its totality.

"Generally we want to know whether or not the problem of foreigners having been issued with MyKad through questionable methods will be resolved.

"And the problem of state and national security, sovereignty and true independence for Sabahans in the context of Malaysia will be honoured and upheld," he added.

Bumburing, who was Upko deputy president but left the Barisan Nasional component party just before the 13th general election, said he was very certain that the memorandum he had presented to the Home Ministry was true and justified.

The former Tuaran MP had called for the home ministry to nullify all MyKad issued dubiously.

DAP Sabah vice-chairman Chan Foong Hin also urged the prime minister to release the findings of the RCI immediately and table it for debate in the coming parliament session and Sabah state assembly sitting.

Chan said the restructuring of Esscom alone would not guarantee Sabahans their safety.

"Stern action to clean up the problem of illegal immigrants with MyKad is the test for our government to prove its political will," he said.

RCI chairman Tan Sri Steve Shim Lip Kiong, who is a former chief judge of Sabah and Sarawak, had said it was up to the government to decide on the report.

“All I can say is, the public will know when the report is released,” he said after leading the RCI panel on a courtesy call to the Yang di-Pertua Negeri Tun Juhar Mahiruddin at Istana Negeri in Kota Kinabalu on May 19.

The Commission which was set up on September 21, 2012, called 211 witnesses in the proceedings which ended on Septemer 20 last year.

Among the notable witnesses were former Prime Minister Tun Dr Mahathir Mohamad, opposition leader Datuk Seri Anwar Ibrahim and former Chief Ministers of Sabah, including Datuk Harris Salleh and Datuk Seri Joseph Pairin Kitingan.

Najib announced on June 1, 2012, that Putrajaya had agreed to set up the RCI to investigate problems related to illegal immigrants in Sabah, including the issuance of Malaysian documents to Muslim illegal immigrants under a scheme known as Project IC. –  July  8, 2014.
